The All Arunachal Pradesh Public Transport Federation (AAPPTF) advocates across the state for the welfare of transport operators, promotes public safety, coordinates interstate logistics, and raises crucial concerns regarding infrastructure and facility development.
1.Road Safety & Traffic Awareness








Since its inception, the Arunachal Pradesh Public Transport Federation (AAPPTF) has remained steadfast in its mission to promote road safety and traffic discipline across the state. Recognizing the critical importance of public awareness in reducing accidents and fostering responsible driving behavior, AAPPTF has consistently organized annual road safety awareness programs. These initiatives have included traffic rules workshops and collaborative events with local authorities such as Traffic Police and Department of
Transport Govt. of Arunachal Pradesh in the presence of District Transport Officer (DTO), Motor Vehicle Inspector (MVI), Superintendent of Police (SP), Dy. Superintendent of Police SP,(Dy) and Officer In-Charge (O.C) as the resource persons in such awareness programs to provide awareness among the transport workers in particular and the general public as a whole.
Among the most impactful eff orts were the foot march road safety rallies held in 2016 and 2017, which began in Nirjuli and culminated at Ganga Market, Itanagar. These rallies drew widespread participation from transport workers, students, and concerned citizens, sending a powerful message about the need for vigilance and discipline on the roads. The events not only raised awareness but also strengthened community involvement in the cause of safer transportation.
Under the leadership of Shri Dobing Sonam, AAPPTF has transformed road safety from a regulatory concern into a shared civic responsibility. The federation’s proactive approach continues to inspire positive change, making Arunachal Pradesh’s roads safer and more organized year after year.
In September 2011, the West Kameng District unit of the All Arunachal Pradesh Public Transport Federation (AAPPTF) undertook a signifi cant initiative to promote traffic awareness and road safety in Bomdila. The program was spearheaded by the district unit president, Shri Barun Khaduju, and was conducted under the able guidance of Shri Dobing Sonam, who was serving as the State Secretary General of AAPPTF at the time. Their joint leadership brought together various stakeholders to address pressing concerns related to road safety and responsible driving practices.
The event aimed to educate the public, especially drivers and transport workers, about the importance of adhering to traffic rules and maintaining discipline on the roads. Through interactive sessions, demonstrations, and distribution of informative materials, the program emphasized the role of individual responsibility in preventing accidents and ensuring safer travel for all. The organizers also highlighted the growing need for civic awareness in light of increasing vehicular movement in the region.
Adding weight to the occasion, the program was graced by the presence of Shri Takam Sanjay, the then Member of Parliament. His attendance underscored the importance of such grassroots initiatives and reflected the support of elected representatives in promoting public welfare. Shri Sanjay addressed the gathering, commending the eff orts of AAPPTF and encouraging continued collaboration between civil society and government bodies to improve road safety standards.
The program received positive feedback from the local community and transport unions, many of whom pledged to adopt safer driving habits and spread awareness among their peers. It also served as a platform for dialogue between transport authorities and the public, fostering mutual understanding and cooperation. The success of the event set a precedent for similar initiatives in other districts of Arunachal Pradesh.
Overall, the traffic awareness and road safety program organized by AAPPTF West Kameng District in Bomdila marked a meaningful step toward building a more informed and responsible transport culture. It demonstrated how community-led eff orts, backed by visionary leadership and political support, could bring about tangible improvements in public safety.
2. Facilitated enrolment of transport workers under CMAAY, PMJJBY & PMSBY






In a remarkable demonstration of social responsibility and grassroots mobilization, the All Arunachal Pradesh Public Transport Federation (AAPPTF), under the leadership of Shri Dobing Sonam, facilitated the enrollment of nearly 53,000 individuals into key government welfare schemes-CMAAY (Chief Minister Arogya Arunachal Yojana), PMJJB (Pradhan Mantri Jeevan Jyoti Bima Yojana), and PMSBY (Pradhan Mantri Suraksha Bima Yojana). This large-scale enrollment drive was conducted in January 2019 through dedicated help desks set up in Naharlagun and Itanagar.
The initiative was made possible through a collaborative eff ort involving the District Administration, State Bank of India (Itanagar Branch), and the Department of Health, Government of Arunachal Pradesh. By bringing together institutional support and community outreach, AAPPTF ensured that thousands of citizens-especially transport workers and their families-gained access to vital health insurance and life coverage benefits.
This campaign not only empowered individuals with financial and medical security but also reflected AAPPTF’s deep commitment to inclusive development. The success of the enrollment drive stands as a testament to the federation’s ability to bridge the gap between policy and people, making welfare schemes truly accessible to those who need them most.
3. Annual support to fi re victims & victims of Natural Disaster through Financial aid and Relief Distribution
The All Arunachal Pradesh Public Transport Federation (AAPPTF) has consistently demonstrated its deep commitment to humanitarian service by extending financial aid and essential relief materials to victims of fi re incidents and natural disasters across the state. Every year, AAPPTF mobilizes its resources to support affected families, providing them with critical items such as food, groceries, blankets, carpets, utensils, and other necessities that help restore dignity and comfort during times of crisis.
What sets these efforts apart is the fact that they are entirely self-funded. The monetary assistance and relief materials are not sourced from government grants or external agencies, but from the federation’s own fund-built and sustained through the contributions and goodwill of its members. This reflects the federation’s ethos of solidarity and compassion, where the welfare of the community is prioritized above all else.
Under the leadership of Shri Dobing Sonam, AAPPTF has transformed into more than just a transport federation-it has become a pillar of support for the vulnerable. Whether responding to the aftermath of devastating fi res or the impact of floods and landslides, the federation’s timely interventions have brought hope and relief to countless families. 4. Active participation in Swachh Bharat Abhiyan & Humara Arunachal Abhiyan (HAA) through state wide cleaniness drive






The All Arunachal Pradesh Public Transport Federation (AAPPTF) has consistently demonstrated its dedication to public welfare through statewide cleanliness drives. These eff orts have been made possible by the enthusiastic participation and tireless contributions of the Central Executive Members (CEM) of AAPPTF along with the representatives from AAPPTF’s various District Units. Their grassroots involvement has been the backbone of these initiatives, ensuring that the message of cleanliness and civic responsibility reaches every corner of the state.
AAPPTF’s commitment to a cleaner Arunachal has been further amplified through its active collaboration with the government in national campaigns like the Swachh Bharat Abhiyan. By aligning with this flagship mission, the federation has played a vital role in promoting hygiene, waste management, and environmental awareness among transport workers and the general public. These joint eff orts have not only improved public spaces but also fostered a culture of cleanliness and discipline within the transport sector.
A major milestone in AAPPTF’s civic engagement came in the year 2019 by taking active participation in a state government initiative called HAMARA ARUNACHAL ABHIYAN (HAA) during the tenure of Shri Bamang Felix as the Honourable Home Minister of Arunachal Pradesh. AAPPTF took an active role in the Hamara Arunachal Abhiyan (HAA)-a state-level initiative aimed at strengthening community participation, promoting civic pride, and enhancing public cooperation impact activities, including awareness campaigns, public outreach, and coordinated cleanliness efforts.
The success of HAA was a testament to the power of collective action. AAPPTF’s presence brought together transport workers, local leaders, and citizens in a unified eff ort to uplift the image of Arunachal Pradesh. The initiative not only improved the physical environment but also reinforced the values of unity, responsibility, and proactive citizenship among the people.
Through these sustained eff orts, AAPPTF has emerged as a key stakeholder in the state’s journey toward sustainable development and civic empowerment. Its cleanliness drives and participation in government-led initiatives reflect a broader vision-one that goes beyond transport advocacy to embrace holistic community welfare.

5.AAPPTF partnered with Apex Bank to provide Commercial Vehicle Loan to unemployed youths in 2010






In the year 2010, the All Arunachal Pradesh Public Transport Federation(AAPPTF) took a progressive step toward youth empowerment by signing a Memorandum of Understanding (MOU) with the Arunachal Pradesh State Cooperative Apex Bank Limited. This collaboration was aimed at providing commercial vehicles to unemployed youths of the state, enabling them to pursue self-employment opportunities in the transport sector. The initiative reflected AAPPTF’s commitment to not only strengthening the transport industry but also addressing the growing concern of youth unemployment through practical and sustainable solutions.
As a result of this partnership, many young individuals across Arunachal Pradesh were able to secure vehicle loans and begin their journey as transport entrepreneurs.
The program opened doors for fi nancial independence and livelihood generation, while also contributing to the expansion of the local transport network. This impactful move by AAPPTF and the Apex Bank stands as a testament to the power of collaboration in driving social and economic development, and continues to inspire similar initiatives aimed at uplifting the youth of the region.
6. AAPPTF’s Peaceful Mediation Eased Assam-Arunachal Transport Crisis
(2020–2021 & 2024)








During the years2020–2021, the All Arunachal Pradesh Public Transport Federation (AAPPTF) played a pivotal role in resolving a tense and potentially escalating conflict between the transport communities of Arunachal Pradesh and the neighboring state of Assam. The crisis was triggered by a tragic incident in Tuting, Upper Siang District, where a Non-APST truck driver from Assam was shot. Sadly, the driver later succumbed to his injuries, sparking outrage and unrest among the transport unions and public of Assam.
In response to the incident, transport unions and civilians in Assam initiated an economic blockade, obstructing key roadways and halting the movement of vehicles between the two states. This blockade not only disrupted trade and travel but also threatened to deepen regional tensions and affect livelihoods across both states. The situation demanded urgent and sensitive intervention to prevent further escalation. Recognizing the gravity of the issue, AAPPTF, under the leadership of its President Shri Dobing Sonam, stepped forward to mediate between the aggrieved parties. The federation engaged in dialogue with transport unions and public representatives from Assam, emphasizing mutual respect, regional harmony, and the importance of peaceful resolution. Their approach was rooted in empathy and diplomacy, aiming to rebuild trust and restore normalcy.
Through persistent eff orts and transparent communication, AAPPTF successfully facilitated a peaceful settlement. The blockade was lifted, and transport operations gradually resumed, marking a significant achievement in grassroots conflict resolution. The federation’s intervention not only resolved the immediate crisis but also reinforced its reputation as a responsible and proactive organization committed to the welfare of transport workers and regional unity.
This episode stands as a testament to AAPPTF’s dedication to mediation and peace-building. By choosing dialogue over confrontation, the federation helped avert a prolonged standoff and demonstrated the power of community-led leadership in addressing complex inter-state challenges.
In yet another deeply unfortunate incident, Late Sanjay Nath, a truck driver from Dhemaji in Assam, was brutally murdered in the Upper Subansiri District of Arunachal Pradesh in August 2024. The tragedy sent shockwaves across the transport community and reignited tensions between the neighboring states. In response, the transport unions and public of Dhemaji initiated an economic blockade, disrupting vehicular movement and trade routes, and heightening regional unrest.
To address the crisis, a high-level meeting was convened on 2nd September 2024 at the conference hall of the Circuit House in Likabali. The meeting brought together key stakeholders including representatives of AAPPTF led by its State President Shri Dobing Sonam, Deputy Commissioners and Superintendents of Police from Upper Subansiri and Lower Siang districts, and leaders of the Dhemaji Transport Unions. The discussions were intense and emotionally charged, reflecting the gravity of the situation. After nearly three to four hours of deliberation, a resolution was reached through mutual understanding and commitment to peace.
Demonstrating its dedication to confl ict resolution, Team AAPPTF extended its presence by staying two nights in Dhemaji to continue mediation eff orts and ensure the settlement was upheld. Their sustained engagement helped restore trust and calm among the aff ected communities. Following their intervention, the economic blockade was lifted, and normal transport operations resumed. This episode once again highlighted AAPPTF’s crucial role in maintaining inter-state harmony and safeguarding the interests of transport workers through peaceful dialogue.




7. Steadfast Eff orts By AAPPTF Towards Establishing Arunachal Pradesh Motor Transport Worker’s Welfare Fund Board for the Transport workers
The All Arunachal Pradesh Motor Transport Workers’ Welfare Fund Board, a long-standing demand championed by the All Arunachal Pradesh Public Transport Federation (AAPPTF), is finally nearing realization. For years, AAPPTF has been actively engaging with the state government, advocating for a dedicated welfare mechanism to support the thousands of transport workers who form the backbone of connectivity in the region. Their persistent eff orts have now borne fruit, as the Pema Khandu-led government has responded positively to the proposal, signaling its commitment to uplift the lives of transport workers across the state.
Transport workers in Arunachal Pradesh often operate under challenging conditions, navigating difficult terrains and unpredictable weather while ensuring the movement of people and goods. Despite their vital role in the state’s development, many have lacked access to structured welfare benefits. The proposed Welfare Fund Board aims to address this gap by institutionalizing support systems such as health insurance, pension schemes, accident relief, and financial assistance during emergencies. This initiative will not only enhance the quality of life for transport workers but also recognize their indispensable contribution to the state’s economy.
The Pema Khandu government’s endorsement of the Welfare Fund Board reflects a progressive and inclusive governance approach. By prioritizing the welfare of transport workers, the administration is setting a precedent for labor rights and social security in the region. This move is expected to foster greater trust between the government and the working class, encouraging more collaborative eff orts in the future. It also aligns with broader national goals of labor welfare and social justice, reinforcing Arunachal Pradesh’s commitment to equitable development.
AAPPTF’s role in this achievement cannot be overstated. Their consistent advocacy, stakeholder engagement, and policy dialogue have kept the issue alive in public discourse and on the government’s agenda. As the Welfare Fund Board inches closer to formal establishment, AAPPTF’s leadership stands as a testament to the power of organized labor movements in shaping policy outcomes. Their success serves as an inspiration for other sectors seeking similar welfare mechanisms.
Once operational, the Arunachal Pradesh Motor Transport Workers’ Welfare Fund Board will mark a transformative chapter in the state’s labor history.
